For mountain climbing you can contact the Mountaineering Foundation, the committee members will tell you about the charges and requirements. 

The trek to Neelkanth starts from Charanpaduka and through the trekking trail, you can see the footprints of Lord Vishnu on a rock. The trek lasts about 4-5 hours and you will be climbing about a height of 4000 meters. Do have a medical check-up before trekking also carry thick warm clothes because you will be experiencing extreme cold.
